Environmental Consents and Management Consultant
Paul provides post planning consent advice to the consortium building the Cable Car for London. His advice regards the discharge and management of environmental planning conditions and other environmental consents.

Crossrail BREEAM Assessment, Crossrail Ltd (2009-ongoing)
Crossrail BREEAM lead assessor
Paul is currently leading the delivery of two design stage assessments under the Crossrail BREEAM methodology. The assessments are for the Paddington and Faringdon Stations.

Paddington Station, Crossrail Ltd (2009-ongoing)

Paul Giesberg is currently acting as the lead for the environmental and consents management for the new to built underground Crossrail station at London Paddington.

The current design for the Crossrail Paddington station comprises a boxed station building that is located underneath the private and public highway directly south of the existing Grade 1 listed Paddington Station building.

The focus of the environmental and consents management lies with the minimising of construction related impacts, the heritage impacts associated with the integration of the new station with the existing listed station and providing a sustainable design that scores well within the framework of the BREEAM methodology.

Paul Giesberg takes on the role as editor and provides the main author of the environmental statement as well as a number of technical assessment chapters including waste management, sustainable development, construction management and the planning policy appraisal.

Urban extension in Amber Valley, Miller Homes (2008-2009)

Paul Giesberg is currently leading the Environmental Impact Assessment to accompany the outline planning consent application for the development of a new residential area.

Miller Homes proposes to develop an urban extension to Derby by providing 600 new dwellings on a site that is currently in agricultural use. Paul Giesberg is tasked with the management of the environmental impact assessment and the preparation of the environmental statement in support of the planning application.

The EIA team consists of a number of independent specialist organisations and includes organisations that specialise in ecology, archaeology, noise and air quality and water and soil conditions. Paul Giesberg has developed close working relations with these organisations.

Heart of Slough Regeneration, English Partnerships (2006-2008)

The Heart of Slough is an ambitious project for the regeneration of a central area in the Borough of Slough. The development proposals comprised the substantial re-arrangements of the highways layout, the provision of 50,000m2 office space, over 1500 residential units, a new public library, a hotel and various other uses. English Partnerships was leading a group of organisations to develop the regeneration proposals. Paul supported English Partnerships by leading the environmental impact assessment to accompany the outline planning consent application.

Environmental Construction Strategy, Cross London Rail Links Ltd.(2007-2008)

Paul provided advice and assistance in developing environmental strategy, management controls and guidance to ensure effective implementation of the Crossrail Act requirements during the construction phase.

Jet Engine Maintenance Facility, Rolls Royce (2007)
Project Environment Manager
Rolls Royce submitted an application for planning consent for the provision of new facilities to carry out testing and maintenance of jet engines. Paul managed the preparation of the environmental support documents, including an EIA screening report.

Airtrack Optioneering, Network Rail / BAA (2008)
Project Environment Manager
Airtrack is the project that aims to provide a rail connection between Terminal 5 at Heathrow Airport and the south of England. As part of the design and development of the project Paul provided the environmental input in the optioneering stage of the project.

Regeneration of Former Research Facility, Defra (2007)
EIA Manager
Paul led the environmental impact studies to accompany the outline planning consent for the brown-field development of residential properties. The site was selected for disposal by Defra and planning consent for the development of up to 200 residential units was sought. Study topics included air quality, ecology, land quality, landscape character, noise and vibration and water resources.

M25 DBFO Bid, Amey Laing O’Rourke Ferrovial (2007)
Environmental Consultant
Paul supported the bid team with advice on the sustainable development and environment element of a bid for a 30 year DBFO contract to manage and finance the widening and operation of the M25.
The assignment included the development of a sustainable development policy and a proposed M25 sustainable development action plan.

Crossrail, Cross London Rail Links Ltd.(2006-2007)

As the project environment manager for a multi-functional design contract (MDC1) Paul was responsible for the management of environmental risks and providing specialist environmental input into the design process.

Ceramic Tile Manufacturing Plant Extension, BCT (2006)
EIA Manager

BCT prepared a planning application for the extension of their manufacturing facility. Paul managed the EIA and prepared the Environmental Statement that formed part of the supporting documentation.

Cooling the Tube, Transport for London (2007-2008)
Project Environmental Manager
The Cooling the Tube project aims to reduce the ambient and peak temperatures in the London Underground system through the implementation of a range of measures at various locations in the system. Paul supported the engineering design team by overseeing the environmental appraisal and preparation of recommendations to improve the environmental performance of the project during design, construction and operation.

East London Line Turnbacks. Network Rail (2007)
Project Environment Manager
To facilitate the implementation of the East London Line rail project adaptations to a number of existing mainland stations are required. Paul led the team that carried out the environmental appraisal of these adaptations in accordance with Network Rail’s GRIP documentation.

Merthyr Line Upgrade, Network Rail (2006)

A European regeneration fund was made available to enhance the Merthyr Line by increasing the number of railway lines from 1 to 2. Paul led the team that carried out the environmental appraisal in accordance with Network Rail’s GRIP documentation.

A13/A130 Sadlers Farm Junction Improvement, Essex County Council (2005-2006)
EIA Manager
Paul led the assessment team and prepared the environmental statement for full planning permission for this flagship scheme in the Thames Gateway. Key environmental constraints were associated with ecology, built heritage, archaeology, noise and non-motorised vehicles.

i54 Strategic Employment Site, Advantage West Midlands (2005)
EIA manager
Paul led the assessment team and prepared the environmental statement for outline planning permission for this 89ha high profile development in South Staffordshire. As the editor of the ES, Paul also contributed to the document by preparing the introductory and concluding chapters as well as the chapter on the impacts of the development on radio and phone signals.

Business Impacts of Climate Change, Tube Lines (2004)
Environmental consultant
Paul carried out analysis of potential business risks associated with climate change and developed recommendations to manage these risks.

Environmental Management System, Network Rail (2001-2004)

As the Regional Environment Manager for Network Rail’s Great Western region, Paul maintained and further developed the corporate environmental management system. The development of the action plan was based on audits, incident reports and management review.

Project Management and the Environment, Network Rail (2003-2004)

Paul Giesberg delivered a series of one day training courses to regional programme managers and project managers. The aim of these was to increase the understanding of environmental issues associated with infrastructure projects and to increase the knowledge about internal processes for the management of these issues.

Environmental Improvement Plan, Network Rail (2001-2004

Paul managed a programme of improvement projects to enhance the region’s environmental performance. The programme included projects to:

  • Develop SSSI management plans
  • Assess the pollution risk to surface water
  • Upgrade all oil storage tanks to meet the new regulations (approximately 100 tanks
  • Permanently remove graffiti at strategic locations

Development of SSSI Management Plans, Network Rail (2001-2004)

As part of the Environmental Improvement Programme Paul managed a project to prepare 32 SSSI management plans for sites under Network Rail’s ownership. The plans formed the basis for a management agreement with English Nature and the Countryside Council for Wales for each of the sites.

Surface Water Risk Assessment, Network Rail (2002-2004)

As part of the Environmental Improvement Programme Paul managed a programme of detailed assessment of the potential risks to pollute surface water associated with high risk sites on the operational network.

Transfer of Maintenance Contract, Network Rail (2003)

Paul was the environmental manager on the first team that managed the transfer of the infrastructure maintenance contractor back as an internal department. Paul’s key task was to assess the environmental risks and liabilities that would fall back to Network Rail focussing on staff, equipment and the state of the sites and buildings.

PPC Permit Programme/EMS Development, Amsterdam Public Transport Company (1999-2001)

Paul managed the application process for a series of PPC permit applications for nine different sites. For the successful completion of this programme, Paul was leading the consultations and negotiations with the various regulators, managed a team of specialists in areas such as noise, air quality and contaminated land and worked with management to develop and implement an adequate environmental management system.

EMS Initial Review, Shipdock Amsterdam (1999)

Shipdock is a ship maintenance company operating 4 dry-docks varying in capacity between 10,000 and 85,000 dwt. Paul carried out an initial review of the environmental aspects, impacts, legislative requirement and management structure of this company.

Paul carried out experiments to verify specific EIA assumptions regarding the entry of radioactive materials into crop.
